A public interest disclosure occurs when a public servant speaks out about a wrongdoing to their employer, through a Designated Officer, or to the Public Interest Disclosure Commissioner.
Public interest disclosures must relate to a matter of public interest and show wrongdoing by a government institution when performing a public function.
